The conceptual plan on which the County's approval was based includes an inter-connected system of open space greenbelt areas for golfing as well as hiking, biking, and horseback riding trails, but does not require development of a golf course.

It is likely the open-space areas would be deeded to the Home Owner's Association, as common area with each lot having a non-exclusive easement to use the space in accordance with Covenants, Conditions and Restrictions. Development of the Specific Plan will require adoption of an appropriate environmental review document, approval of a Phased Vesting Tentative Map, and rezoning to conform current zoning with the Specific/General Plan density. The studies and analyses which supported the County's adoption of the Environmental Impact Report for the Specific Plan will require updating during the Tentative Map Approval process. The developer may elect to offer a range of lot sizes to best utilize the topography of the site and to meet the needs of the residential real estate market in the greater Redding region.
